A vector logo is always multipurpose and multi use as it is scalable. I personally love using Adobe Illustrator since it suits my taste of tools supporting plugins windows etc. You can also use figma. I do not generally advise anyone to use photoshop and or any other tool as it is pixel/raster based and onlt compatible for web. While a logo cab be used on all mediums such ad print, editorials, banners, website, branding, merch etc.

Illustrator and InDesign are going to be the simple answer here. Anyone telling you that you can use a website or phone app to create a memorable, unique and ownable logo doesn’t understand branding and best practices.
